The state moratorium on river herring fishing ends in December, but the Atlantic States Fishery Commission has issued a moratorium for the entire East Coast commencing in January on river herring fishing.
Since the towns of Lakeville and Middleboro control their herring fishery they can bypass the ban if they submit a harvesting program approved by the Atlantic States Fishery Commission, said David Cavanaugh, chairman of the Lakeville/Middleboro Herring Fisheries Commission who appeared before selectmen this week.
The Middleboro herring population peaked at 2 million in 2001, but declined to 400,000 in 2005. The yearly herring population has stabilized at 600,000 to 700,000 in the last four years.
