The New Realities Shaping Internal Communications and Employee Experience

Internal communications is having a moment. Across industries, communicators are facing a widening gap between engagement and impact, even as expectations for transparency, employee well‑being, and public accountability continue to rise. Recent research and policy developments paint a clear picture: Organizations must evolve how they communicate, measure, and govern information if they want to build trust and deliver meaningful outcomes.

Internal communicators have long mastered the mechanics of engagement: Subject lines that boost open rates, channels that drive clicks, stories that rack up pageviews. But a new report highlights a deeper challenge — proving that attention leads to action, and that the action matters to the business. A few numbers tell the story:

  • 79% of communicators say leaders would invest more if internal comms clearly connected to business outcomes.
  • Yet only 9% say their organization has a strong measurement system capable of proving impact.
  • And just 6% regularly use internal comms metrics to inform decisions about budget, staffing, or technology.

Most respondents agree that meaningful engagement requires employees to take the desired action. But few connect communication data to actual behaviors, and almost none link it to outcomes like productivity or retention. More than a third still report basic activity metrics — opens, clicks, pageviews — and a similar share admit they don’t consistently use internal comms data at all.

The strategic gap is equally stark:

  • Slightly more than half describe internal comms as only “somewhat strategic.”
  • Just 4% say the function has a clear seat at the table.

Frontline-heavy organizations show even stronger demand for better engagement data, with 34% saying improved measurement would encourage leadership investment.

Communication is no longer just about distributing information. It is a trust infrastructure.

  • Employees trust organizations that communicate clearly, measure impact, and respect autonomy.
  • Communities trust public bodies that follow transparent processes and honor disclosure obligations.
  • Leaders trust communicators who can prove that engagement leads to meaningful action.

Internal comms must evolve from content delivery to behavioral influence, backed by measurement systems that prove business impact. The future of communication — whether inside organizations or across public institutions — will belong to those who can demonstrate impact, uphold transparency, and strengthen trust through consistent, evidence‑based practices.
